Abstract: Abu Muhammad Ibn Jarir al-Tabari was a 10th century Persian physician born in Tabaristan a gigantic scholar, who made his own contributions to Tafsir literature, History and philosopher. He was a creative and innovative physician who avoided emulating treatments without investigating and examining them. Tabari was an encyclopedist and had a holistic view to medicine. Investigation of the views of this great Persian scholar indicated that his scientific and moral characteristics contain. The paper attempts to examine the biography and works of Al-Tabari who made a huge amount of works in Islam in various aspects in Islamic religion such as Tafsir, history, medicine, and furthermore the highlights on his views on development of medical science among others.

Abstract: A new principle of origin and the nature of the action of gravity forces are proposed. Forces of universal attraction have plane-symmetrical directions. On this basis, it becomes possible to reconsider certain regularities in natural science. Abstract: Available data shows that petroleum which stand out as the mainstay of the Nigerian economy has unimaginably impacted on the growth, development, civilisation and sustainability of the Nigeria’s spatial development than any other natural resources recorded in the past decades. However, the impacts recorded over the decades do not translate to sustainable land utilisations, management and development in the coastal areas of Nigeria, where oil exploitation processes have resulted into intense environmental degradation, ecological devastation and the diverse physical planning distortion in Ilaje Local government area. The paper adopted direct observation, questionnaire administration and oral interview respectively in the quest to obtain the needed data. The paper identified distortions in land uses, land degradation, increased poverty and difficulty in land use planning. The paper therefore as a result of the effects of oil exploitation, advocated for land appropriation in the coastal area, use of bioremediation approach, and empowering interviewing organisation towards revamping the deplorable ecological landscape of the area.

Abstract: The study was carried out to determine the extent of implementation of the Nigeria’s Freedom of Information Act 2011 (FoIA) by journalists in Port Harcourt. The study was predicated on two theories - agenda setting and social responsibility theories. The objectives, among other things, were to investigate and evaluate journalists’ access to information in Port Harcourt and the extent of implementation of the Nigeria’s Freedom of Information Act 2011. Survey was adopted as the study design, while questionnaire was used to elicit information from the respondents. A sample size of 300 was from the journalists in Port Harcourt. Findings showed that journalists in Port Harcourt applied and accessed information within the framework of Freedom of Information Act, but the extent is low. The study also showed that the extent of implementation of the FoIA by journalists in Port Harcourt is low, amongst others. Based on the forgoing, it was recommended, amongst others, that journalists should painstakingly apply for access to information within the framework of the FoIA, with a bid to increasing the frequency, testing the potency of the FoIA to make government-held information available to the people, and to detect flaws inherent in the FoIA, if any.

Abstract: Gender and development basically originated in the 1070s and 1980s when women were banished from the procedures that required to be assimilated in to established policies, institutions, projects and programs. The GAD has been founded in 1980s as the substitute about women in development (WID) approach. In contrast to gender and development, “women in development, literature, and gender and development theorists had an explicit objective of social transformations, both of the ultimate aims and practices of development and of the relations between men and women”. (Jackson and Pearson 1998). According to feminist theorists and activists, gender got various dimensions to prove it in different ways. For barker “Gender is a social construct that refers to the relations between women and men and reflects hierarchies among them, based not only on their biology, but also on their age, life- cycle position ethnicity, race, income and wealth and other features” ( Barker 1999). As we know gender relation change over time and it fluctuate across one society to another. But in every single society they got their own rule to set the dispensation with the allocation employment (government, non-government sectors, education, health and nutrition, distribution of property, the right to give votes. GAD specially concern about presenting the disparity between male and female members in society that has actually become constructed socially. Therefore it also foreground the requirement to challenge unquestionable gender roles and relations. The GAD mainly focuses on gender equality which is to attain the equal rights regardless for both men and women. Gender development only can happen if gender impartiality occurs for both men and women citizens. Since we know that women are immensely deprived in the environment of home and work place. Compared to men in the sector of employment gender coequality suggest direct attention to women’s demands and perspectives. Women’s requirements and viewpoints in to all activities is one of the elementary objectives of GAD. GAD drift away from the practice of including “women only” components to projects and programs which attributed the “women in development” approach. However individual programs, projects and elements for women will sustain to require support as these are frequently essential to ensure about women’s practical requirements that are fulfilled. Individual programing for women also can help with the established women’s interest or become mainstream for developing their conditions and will gimmick their basic rights as a human beings same as men. Gender equality come forth to remove the issue of gender inequality. But gender disparity considered as difficult affair to achieve for creating sustainable change and development. Because for attaining that first of all social and institutional change are necessary for fairness and growth. According to the equal right’s rules, equality between males and females should be as such, first of all equality to get scope in the sector of employment, then equal wages for both men and women, equal chance to have good working facilities and security, equality to get proper jobs, a balance between home and work sectors that is equal for both men and women, therefore equal participation in decision making in every sectors. This very research will present the scaffolding of gender and development, because of the exorbitant portrayal of women and their role in citizenry movements such as in the sphere of home and the outside of home.

Abstract: This work investigates the relationship between electoral incentives and voter preferences in Nigeria, using the 2015 Bayelsa governorship election as a case study. The study found that political elites capitalize on the heterogeneity of the Nigerian society to manipulate the electorate by prying on the primordial sentiments of groups as well as vulnerabilities to illegally motivate voters to curry support during elections. The study also found that although explicit economic incentives are common feature in Nigerian elections, it is altruistic incentives such as group identity priming and party loyalty that motivate electorates to vote rather than societal objectives based on the candidate’s policies and projects. There is also the case of outright vote buying that has characterized the Nigerian electoral system. This study therefore established a very strong relationship between electoral incentives and voter preference. It is therefore recommended that the three arms of government in Nigeria should work together to ensure that all forms of monetary inducements by candidates are treated as serious offences and punished appropriately.

Abstract: The Islamic political principles are used as benchmark for gauging good governance, these are sovereignty, justice equality before the law and most importantly accountability which formed the focus of this paper. The concept of accountability in Islamic Political Precepts was examined with the adoption of both historical and analytical methods. The historical methods helps in reviewing Prophet Muhammad’s narrative, the paper while adopting analytical method examines how adherence to accountability as one of the Islamic Political Principles will serve as panacea to leadership menace, it will also enhance sustainable development and our nation Nigeria will be in peace and harmony. Through the findings, it was discovered that despite the guided constitution and the Divine Injunctions laid down for the leaders, there are shortcomings in their government. The study concluded that accountability is a panacea to good governance and its implementation will resulted in the expected goals which is justice, and sustainable development.
